Yes, but not above the Niagara Falls, only below on the Niagara river and even on the river rapids in the Niagara Gorge.  Niagara Falls is a very dangerous waterfall with 3,160 metric tons of water going over the edge of the Falls every second!  In the video below you can see the massive mist waves envelope the jet ski and the person who eventually was found in the water but not alive.  Word is he survived the 18 story fall but couldn't manage to stay afloat in the churning waters that are over 150 feet deep.
